Dorset Council has successfully defended its planning decisions in Chickerell to protect the county’s unique landscape and historic character, following a recent ruling by the Planning Inspectorate.
In May 2020, the Council received a complaint about the unauthorised erection of large industrial gates, buildings, and structures on land west of Garston Farm at Fleet Road, near the junction with Chickerell Road and Bridport Road.
The site, adjacent to the Fleet Heritage Coastline and close to Grade II listed gate piers, was also being used for the storage of building machinery without planning permission.
After a thorough investigation, planning applications to retain the structures and gates were refused. To ensure compliance, an Enforcement Notice was issued in March 2024. The landowner appealed both the planning refusal and the Enforcement Notice, but the Planning Inspectorate has now upheld the Council’s decision.
The ruling requires the landowner to:
- Stop using the land for storage of non-agricultural machinery
- Remove all vehicles and equipment not linked to agricultural upkeep
- Remove the container and lean-to structure
- Remove the industrial gates, posts, and fixtures.
These steps must be completed by 20 November 2025.

"This decision is about fairness and protecting what makes Dorset special. We always seek to work with landowners first to resolve issues informally, and formal action is only taken as a last resort. Our planning rules apply equally to everyone, ensuring development is appropriate and lawful. Protecting Dorset’s character supports tourism, local pride, and long-term prosperity, while also safeguarding our countryside and heritage for future generations."
Dorset Council’s approach to planning enforcement is guided by its Development Management Local Enforcement Plan, which ensures action is proportionate, fair, and transparent.
Most planning concerns are resolved without formal action, helping to keep costs low and maintain trust. Dorset Council also encourages landowners to seek advice early on lawful development and diversification opportunities.
